Project Summary:
The Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity is a five-year initiative to support USAID with monitoring, evaluation, learning, training, and logistical support. USAID contributes to the National TB Program (NTP) strategy by enhancing TB case detection and care quality for DR-TB and TB/HIV co-infected individuals, focusing on high-burden provinces such as Nampula, Sofala, Tete, and Zambezia. USAID's "Fostering Opportunities to Respond to the TB Epidemic" (FORTE) is a 5-year, support to Mozambique's TB response in high-burden provinces. The project aims to gain a comprehensive understanding of the TB epidemic, evaluate intervention effectiveness, and track implementation progress. The baseline assessment is a crucial component of the FORTE Project, a USAID-funded initiative aimed at improving the response to the TB epidemic in Mozambique's. This assessment seeks to establish a comprehensive understanding of the current TB program status and will serve as a foundational tool for monitoring and evaluating the impact of the FORTE Project interventions over time.

Position Summary:
The Baseline Technical Lead will play a pivotal role in conducting an in-depth evaluation of TB programmatic results in the target provinces. The Lead will assess various aspects of the TB program, identify areas for improvement, and provide recommendations to enhance program effectiveness. This is a short-term position, with an estimate of 15 days level of effort during the period of August 2024 to October 2024.
Responsibilities:
- Conduct desk review that will inform inception report.
- Conduct key informant interviews to be complemented with inception report to produce Technical Evaluation Design.
- Produce research protocol in Portuguese to be submitted for national bio-ethical approval.
- Conduct secondary data analysis using project data and available NTP data to assess TB programmatic results.
- Coordinate and conduct quality control of primary quantitative data collection.
- Facilitate qualitative data collection through interviews with key stakeholders, including patients, healthcare workers, and FORTE Project Managers.
- Identify and analyze contextual challenges faced by the NTP in achieving its targets.
- Evaluate the adequacy of FORTE's methodologies, interventions, and management structures to ensure effective implementation and future sustainability.
- Utilize knowledge of public health and statistical methods to interpret assessment findings accurately.
- Deliver pre-liminary findings presentation to USAID and implementing partner and facilitate recommendations co-creation session.
- Prepare and deliver comprehensive reports detailing assessment findings, conclusions, and actionable recommendations.
Qualifications:
- Minimum master's degree on public health or similar field of study is required.
- Minimum five years of experience in evaluation design, methods, management, and implementation in the public health sector is required.
- Experience in tuberculosis programs, including knowledge of TB detection, treatment, and prevention strategies is required.
- Familiarity with USAID's cross-cutting program priorities, such as gender equality, youth empowerment, and health systems strengthening is preferred.
- Proficiency in statistical analysis methods and interpretation of health data is preferred.
- Experience working effectively in multicultural settings preferred.
- Experience working in Mozambique or similar contexts is preferred.
- Fluency in written and verbal English and Portuguese is required. Skills in local languages is preferred.
