Proposal Summary:
MSI is pursuing the anticipated follow-on to the USAID/Colombia Responsive Governance (RG) activity. Working in close coordination with USAID/Colombia, the activity aims to enhance good governance, public financial management, and effective public service delivery in conflicted-affected municipalities.

 


Position Summary: 
The Deputy Chief of Party-Operations (DCOP-Ops), under the overall direction of the Chief of Party (COP), will oversee and manage operations for the project and will supervise and/or work in close collaboration with human resources, operations, finance, logistics, security, procurement staff ensuring these functions align with and fully support programmatic priorities and objectives. The ideal candidate will support the COP and technical leadership to ensure that project activities are responsive to the Colombian context and to USAID objectives for the project. The DCOP-OPS will report directly to the COP. This will be a full-time position based in Bogota, Colombia. This position is contingent upon award.

Responsibilities:

  • Oversee all project operations, including, grants, finance, budgeting, property, logistics, procurement, and general office administration.
  • Supervise the daily financial operations of the contract, which include cash flow management; timesheet recording; reporting to USAID on the financial aspects of the project; and daily monitoring of obligations, budgets, and expenditures.
  • Ensure that contract implementation is in accordance with USAID and MSI regulations and procedures including monitoring contract compliance and procedures and assuring fair and good practice standards, coordinating as needed with MSI's headquarters staff, including project team and support divisions.
  • Oversee grants, sub-contracts, and commodity procurement in line with USAID regulations.
  • Ensure compliance with relevant/applicable local laws and regulations.
  • Contribute to planning, monitoring, and reporting as directed, while staying apprised of the evolution of the local political, legal, and economic situation.
  • Provide capacity building and/or training to supervisees as necessary.
  • The DCOP-Ops will be expected to have a good grasp of the project's technical and programmatic elements and must be prepared to step in as needed to support the COP and other staff in activity development aspects of the project and on how to continuously adapt the project.

 

Qualifications:

  • A bachelor's or higher is required, preferably in international relations, business administration, finance, or other relevant fields.
  • Seven (7) years of experience in management roles in USAID or other donor funded international projects that include operations management, strategic planning, project management, resource management, compliance, finance and budgeting.
  • Minimum three (3) years of supervisory management experience is required.
  • Experience overseeing procurements and service contracts in compliance with donor regulations, with knowledge of USAID regulations as it relates to human resources, financial management and reporting, procurement processes, and grants management.
  • Experience managing subcontracts, grants pools, grants under contract (GUC), and consultants is required.
  • Knowledge of the local context as it pertains to laws, tax code, labor code and other local requirements for smooth contract and project implementation in Colombia.
  • Prior experience in Colombia is preferred.
  • Strong interpersonal, supervision, and written/oral communication skills.
  • Fluency in written and spoken English and Spanish required.
