The Program:

Australia Assists is an Australian Government program that deploys skilled humanitarian specialists to support multilateral agencies, governments, civil society and communities to prepare for, respond to, and recover from disasters and conflict. Australia Assists' Goal is to: Save lives, alleviate suffering, and maintain human dignity during and in the aftermath of conflict, disasters and other humanitarian crises, and strengthen preparedness for the occurrence of such situations. The program's Objective is: Targeted deployment of humanitarian expertise that meets the priorities and needs of Australia's multilateral, bilateral and civil society partners and advances Australia's international humanitarian priorities.

The Role:

The Deputy Program Director leads and manages the operations of Australia Assists, ensuring the delivery of high-quality and efficient support across all program activities. The Operations portfolio includes Finance, Human Resources, Deployments, Risk and Compliance, Procurement, Health, Safety and Security, Logistics, Assets, and Support Services (Administration, Facilities, ICT, and Travel).

As a key member of the Australia Assists Senior Management Team (SMT), the Deputy Program Director drives continuous improvement and innovation, ensures quality delivery, and maximises program outcomes through sound service delivery practices, policy development, and performance management. The role also provides high-level strategic and operational support to the Program Director.

Key responsibilities

  • Oversee daily program operations, ensuring activities are delivered on time, within budget, and to a high standard, while focusing on team capacity development to maintain quality and efficiency across the program.
  • Contribute to annual planning and help set a clear vision for the program, aligned with DFAT priorities and partner needs, ensuring value for money and timely delivery of outputs, including reporting, milestones, deliverables, data, and key performance indicators.
  • Represent the program externally in meetings, conferences, and other forums as required.
  • Support financial management by assisting the Operations and Finance Coordinator in budget development, monitoring financial performance, tracking expenses, and providing regular financial reports to the Program Director.
  • Ensure ethical and compliant use of funds, maintaining expenditure within budget and adherence to Commonwealth procurement rules.
  • Oversee contracts and procurement in accordance with Tetra Tech and Commonwealth procurement guidelines, policies, and procedures.
  • Identify and mitigate risks, overseeing the development, implementation, and maintenance of the program Risk Management Framework in collaboration with the Risk Manager.
  • Support health, safety, and security compliance, ensuring the team follows policies and procedures and that all incidents are appropriately reported and managed.

Selection criteria

  • Degree qualification in a relevant discipline such as human resource development, international development or business administration, or equivalent relevant experience.
  • Extensive senior-level experience (typically 7+ years) managing operations teams in complex programs, preferably within international development or humanitarian contexts.
  • Proven responsibility for budget management and performance monitoring, using metrics and data to inform strategic decision-making for complex programs.
  • Demonstrated experience in procurement management, ideally with DFAT-funded contracts, ensuring compliance with guidelines and best practice.
  • Strategic leadership and staff support, guiding teams on service delivery to ensure effective planning, decision-making, and achievement of program deliverables.
  • Ability to work effectively in cross-cultural environments, collaborating with colleagues, government agencies, service providers, and other stakeholders.
  • Proven adaptability and resilience, with the ability to innovate and respond to changing priorities in complex and dynamic environments.
  • Strong project management skills, including planning, execution, monitoring, and reporting to meet program objectives.
  • Financial acumen, including budgeting, financial analysis, and cost control, with the ability to use insights to improve program performance.
  • Excellent communication and interpersonal skills, with the ability to engage, influence, and build relationships with stakeholders at all levels.
  • High cultural sensitivity, with a demonstrated ability to work effectively in multicultural settings.
