Project Summary
Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.
Position Summary
Tetra Tech is seeking an Energy Investment Specialist to play a leading role in supporting the Government of Ukraine and counterparts via financial and investment analysis of energy and related infrastructure sectors. The Energy Investment Specialist will be instrumental in identifying and promoting investment opportunities, developing bankable project pipelines, preparing compelling investment materials, coordinating closely with financial institutions, and supporting the establishment and functioning of an Investment Concierge Facility designed to enhance investor engagement and capital mobilization. As a core member of the Financial and Economic Team within the Specialized Advisory Services (SAS) unit, the Specialist will report directly to the Finance and Economics Lead and collaborate closely with the Legal and Regulatory Lead. This role demands advanced proficiency in financial modeling, investment appraisal methodologies, and in-depth knowledge of Ukraine's investment climate and frameworks. The position will be based full-time in Kyiv, Ukraine.
Position Responsibilities
- Conduct financial and investment analysis for projects in the electricity, gas, municipal utilities sector, and other energy-related infrastructure sectors.
Assess project viability, commercial structures, financing options, risk allocation, and overall bankability, incorporating sensitivity and scenario analyses as appropriate.
Collaborate with technical experts to screen, evaluate, prioritize, and build a strategic pipeline of high-potential, bankable energy projects.
Coordinate with SAS legal and regulatory experts to ensure enabling frameworks for investment mechanisms, including privatization, concessions, PPPs, and corporate PPAs.
Work with technical, regulatory, and legal teams to ensure projects meet investor readiness standards.
Prepare investment teasers, information memoranda, and pitch decks and support marketing and investor engagement events.
Provide facilitation support to investors at events and track investor inquiries and follow up on investment leads.
Engage with banks, development finance institutions, and private investors and map financing options for projects.
Support privatization of distribution system operators (DSO), develop investment models, assess legislative options based on analysis of best practices, and support development of privatization strategies.
Support the design and implementation of investment promotion platforms, including the Investor Concierge Facility, and track investor inquiries and project onboarding.
Develop or contribute to sector-specific investment mechanisms such as decentralized energy resource aggregation, or gas infrastructure concessions.
Provide cross-cutting support to technical teams in developing investment models or other evidence-based analytical tools.
Perform other duties as assigned.
Required Qualifications
Master's degree in finance, business, or a related field
At least 5 years of professional experience in investment analysis, project finance, or infrastructure finance
Experience preparing investment memoranda, teasers, and other investor-facing documentation
Strong investment analysis skills and familiarity with project evaluation techniques
Ability to produce quality materials within tight timeframes and simultaneously manage several projects
Professional written and verbal communication and interpersonal skills
Proficiency in office computer applications (Microsoft Word, Outlook, Excel, PowerPoint)
Willingness to work with a flexible schedule to meet project and client needs
Fluency in English and Ukrainian (speaking, reading, and writing)
Proven ability to work effectively both as part of a team and independently in a dynamic, fast-paced environment
Preferred but Not Required Qualifications
Familiarity with energy, infrastructure, project finance, concession agreements or public-private partnership (PPP) projects
Experience working with DFIs, IFIs, private equity, or investment banks
Professional certificates and/or continued education certificates in investment appraisal and/or finance
Line Management Responsibility: N/A
Physical Demands and Work Environment: This position will require regular attendance at the office in Kyiv and may entail occasional travel within Ukraine for interaction with local stakeholders.
