Position Summary:  

Tetra Tech is seeking energy sector experts based in the West Bank to join our team for the anticipated USAID Renewable Energy and Energy Efficiency Project is a USAID-funded initiative aimed at enhancing power management and distribution, advancing clean energy solutions, and supporting energy efficiency measures in West Bank/Gaza. This project will also explore opportunities for private sector partnerships in energy projects.

Applications will be considered for inclusion in Tetra Tech's proposal for long-term or short-term assignments.  All positions are contingent upon contract award.  These positions will be based in West Bank/Gaza, Palestine, candidates must be willing to relocate for the duration of the project.

Position Responsibilities:

Applicants should be mid- to senior-level experts with experience in one or more of the following working areas:  

  • Design and implementation of renewable energy (on-grid and off-grid) and energy efficiency projects
  • Renewable energy procurement, including freight, customs, taxes, insurance, etc.
  • Distribution network operations and management
  • Cost-benefit analysis of energy efficiency projects
  • Climate change mitigation projects and associated benefits
  • Clean energy and energy efficiencies policy, planning and regulatory frameworks
  • Energy efficiency and renewable energy financing and feasibility studies
  • Energy audits in industry and buildings for energy efficiency renovations
  • Power network modeling
  • Operations and planning of municipal utilities
  • Marketing and promotion of renewable energy and energy efficiency initiatives
  • Environmental and social impact assessment and mitigation for renewable energy project

 

 

Required Qualifications: 

  • Bachelor's degree in engineering, physics, business, finance, economics, law, public policy or similar field.
  • A minimum of 8-10 years of experience in the energy sector. 
  • A minimum of 5-7 years of experience implementing and/or managing projects in conflict/post-conflict areas, with a demonstrated ability to operate effectively and safely.
  • Proven experience in implementing security protocols and risk management strategies to ensure the safety of staff and assets in conflict zones.
  • Strong understanding of conflict dynamics and conflict-sensitive approaches, including adapting project implementation to minimize risks and maximize impact in challenging environments.
  • Familiarity with cost-effective infrastructure solutions that maximize impact with minimal investment, crucial in resource-scarce environments.
  • Ability to build effective relationships with peers, supervisors, clients, and stakeholders.
  • Familiarity with the political, social and cultural context of working in conflict/post-conflict zones.
  • Strong oral and written communication skills.
  • Proficiency in English and Arabic, enabling effective communication with local stakeholders and project teams.


Preferred but Not Required Qualifications:

  • Master's degree in a related field
  • Experience supporting USAID or other donor-funded energy projects in the West Bank/Gaza and in the MENA Region
  • Prior experience working for national government, international organization and electric utilities
