Tetra Tech International Development has been contracted by the Australian Department of Foreign Affairs and Trade (DFAT) to support the delivery of Aus4ASEAN Futures. We are seeking expressions of interest from experienced international development professionals with expertise in, economic, socio-cultural and political security pillars who are passionate and motivated to contribute to the strengthening of ASEAN-Australia relations.

 

The Opportunity

Australia for the Association of Southeast Asian Nations (Aus4ASEAN) Futures Initiative is a $204 million investment over ten years. It will support activities in the ASEAN Economic Community, ASEAN Socio-Cultural Community, and the ASEAN Political-Security Community, enabling Australia to engage with ASEAN across a diverse range of strategic and emerging areas. Developing stronger links across a wide range of themes, the Program will increase connections with ASEAN and more effectively support a more resilient and integrated region.        

We require technical experts in the following priority areas:

  • Care economy
  • Energy transition
  • Supply chain and logistics management
  • Regional infrastructure

 

Experts are also required in the following sectors:

  • Legal, legal education, judicial cooperation
  • Treaty on Mutual Legal Assistance in Criminal Matters
  • Counter Terrorism, Trafficking, People and Arms Smuggling, International Economic Crime and Money Laundering, Illicit Drugs
  • Border Management, Immigration & Consular Matters, Preventive Diplomacy
  • Maritime Cooperation, Maritime Security, Defence Cooperation
  • Non-Proliferation and Disarmament, Southeast Asia Nuclear Weapon Free Zone, Nuclear Safety, Situation in the South China Sea
Key Responsibilities

As a member of our panel, you will embrace diversity and collaboration, work with a multicultural team and play a vital role in providing high-quality technical inputs and delivering solutions that make a difference to the ASEAN initiatives. Members of the Technical Panel will be engaged based on assignments agreed between DFAT and ASEAN.

These may include, but are not limited to:

  • Working with ASEAN, the Aus4ASEAN Futures team, and the Australian Mission to ASEAN to deliver technical advisory
  • Leading or supporting capacity-building activities with ASEAN, ASEAN Member States and other stakeholders
  • Facilitating consultations/dialogues with ASEAN and ASEAN stakeholders
  • Developing policy papers, position papers, and technical reports
Selection Criteria

We are looking for professionals with expertise in the technical profiles listed above within the energy transition, socio cultural, political security and regional connectivity pillars who have:

  • Experience in providing strategic policy advice and technical guidance – ideally with a minimum of 10 years of experience.
  • Worked in ideally three of the ASEAN Member States (Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Vietnam) and Timor-Leste.
  • Applicants must be proficient in English (proficiency in Southeast Asian languages are desirable).
  • Strong communication and interpersonal skills.
  • Previous experience providing technical assistance to ASEAN or ministries/agencies of Asean Member States would be desirable.
  • Experience with the implementation of donor funded programs is desirable.
  • The ability to assess and mitigate risks, adhere to principles such as the safeguarding of vulnerable groups such as Gender Equality and Social Inclusion, Child Protection and Prevention of Sexual Exploitation, Abuse and Harassment, and Environmental and Social Safeguards.
