Project Summary:

The Yemen Continuous Learning and Evaluation (YCLE) program provides rapidly deployed, robust, on-the-ground, in-country oversight of USAID-funded development activities implemented in Yemen. The YCLE Contractor supports the prudent use of U.S. taxpayer funds efficiently and cost-effectively, with a focus on 1) Performance and Contextual Monitoring and Verification Services, 2) Evaluation Services; 3) Analysis and Reporting Services; 4) Collaboration, Learning, and Adaptive Management Services; and 5) Program Support Services. The overall goal of YCLE is to enable USAID/Yemen to become a more effective and adaptive development organization.

Position Summary: 

The Family Planning Expert will support YCLE's third party monitoring efforts aiming to assess service providers' compliance to family planning principles and donor-specific requirements, primarily non-discrimination, availability of contraceptive information and services, accessible information and services, acceptable information and services, quality, informed decision-making, privacy and confidentiality, participation, and accountability. The Expert will provide overall quality assurance for the Health Activity Monitoring, including design of monitoring approach, data collection instruments, and sensitizing staff on Family Planning Compliance principles. Moreover, the Expert will also support in designing health-facility observations, in-depth interviews with the health staff, health service providers, and beneficiaries, and provide specialized analysis of the family planning services' quality and compliance. The Expert will provide remote support to data collection teams and will provide virtual orientation to key staff and data collectors in line with core humanitarian health, human rights and gender equality standards. The expected level of effort for this assignment is 24 days. 

 

Responsibilities:

  • Contribute to the design of the family planning monitoring approach.
  • Develop family planning compliance monitoring tools and data collection instruments including observation checklists and health facility staff, and beneficiary interview guides.
  • Advise and share updated family planning and reproductive health standards, resources, and guidelines.
  • Conduct virtual orientation with project staff and field enumerators on the implementation of data collection and monitoring of compliance to family planning principles.

Qualifications: 

  • Master's degree in a relevant field, such as medicine, public health/community health/global health, or social sciences required. Clinical master's degree is highly preferred.
  • Minimum seven years of experience in managing and/or implementing integrated health delivery or technical assistance programming addressing family planning, and reproductive health required.
  • Experience with research, monitoring, and evaluation in the health sector.
  • Experience working with a USG-funded health program is desired.
  • Experience with health-related assessment tool development is a plus.
  • Experience in conducting training is desired.
  • Understanding of ethical challenges of family planning interventions.
  • Understanding and knowledge in gender equality and human rights frameworks relative to family planning and reproductive health.
  • Knowledge in international family planning and reproductive health guidelines and familiarity with donor plans and compliance parameters with specific FP requirement, preferably USAID.
  • Strong knowledge in the provision of family planning services in crisis situations involving vulnerable groups, internally displaced women.
  • Strong interpersonal, writing, and oral presentation skills are required.
  • Strong command in English is required. Fluency in Arabic is preferred.
