Project Summary: 

The Middle East and North Africa Monitoring, Evaluation, and Learning Services (MENA MELS) Activity which provides high-quality monitoring, evaluation, and learning (MEL) support services to the U.S. Department of State's Bureau of Near Eastern Affairs Office of Assistance Coordination (NEA/AC) Bureau, its operating units (OUs), and implementing partners (IPs) in 10 countries: Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Syria, Tunisia, the West Bank and Gaza (WBG), and Yemen.

Under MENA MELS, the MSI team will conduct third-party monitoring (TPM) service provider to monitor, verify, and evaluate DoS-funded activities in in Syria, Lebanon, and Iraq. The purpose of TPM is to verify and report on humanitarian assistance programming in these countries on related progress, challenges, successes, and lessons learned. The information and findings from TPM will be critical in ensuring program learning and accountability, which will be useful for real time programmatic adjustments and future program design throughout the project's one-year implementation period.

Position Summary:

The Finance and Operations Manager will be responsible for overseeing all aspects of operational and financial management and contractual performance, including financial systems implementation, budgeting, expenditure tracking, financial reporting, accounting, operations, logistics, human resources, security, procurement, contracts, and other administrative functions. They will ensure that appropriate internal controls are in place to meet generally recognized accounting standards. They will supervise the financial management and administrative support team. This is a part-time position under the MENA MELS Regional TPM activity, with duties performed in coordination with the project's main office.

Responsibilities:

·       Provide overall financial and administrative management, coordination, and support to ensure an effective and efficient operating platform for the project.

·       Ensure compliance of financial systems with Tetra Tech's policies and procedures, USG rules and regulations, contract requirements, and local laws and regulations

·       Develop project budgets with technical teams and monitor budget pipeline, burn rate, projections, and cash flow.

·       Provide timely and accurate financial reports to the home office team and Client as required.

·       Conduct internal financial audits of the project and serve as the primary point of contact with external auditors.

·       Ensure continual review of internal and strategic controls, communications, risk assessments and maintenance of project documentation.

·       Provide technical assistance and capacity-building, as needed, to local and regional partners and subcontractors on financial compliance and reporting to ensure sound financial management and compliance.

·       Ensure that subcontracts and consultancy agreements and procedures are completed in a timely and correct manner and comply with Tetra Techs and Client policies and regulations.

·       Ensure program compliance with local authorities (social security, tax authorities, labor department, bank regulations, registration, etc.)

·       Serve as the security focal point for the project office and enforce any required COVID-19 social distancing, mask-wearing and hygiene protocols for staff and visitors.

·       Facilitate annual performance review processes for project operational and administrative staff.

·       Lead recruitment efforts for any vacant positions.

Qualifications:

·         Bachelor's degree in a relevant field such as management, operations, logistics, administration, or other related discipline required.

·         Minimum ten years' experience doing similar work in support of projects required.

·         Experience with US State Department, USAID or another donor funded projects preferred.

·         Knowledge of local and regional laws and regulations and how they affect program processes required.

·         Ability to work effectively and collegially under pressure in a stressful environment and with colleagues from different backgrounds required.

·         Advanced computer skills, specifically in MS Word, Excel, Teams and Outlook required.

·         Determination, commitment, efficiency, creativity and adaptability required.

·         Excellent communication skills, proactive problem-solving and the ability to work independently and with teams.

·         Hold a strong service orientation and inter-personal skills required.

·         Ability to travel to project implementation locations preferred.

·         Fluency in Arabic and proficiency in English required.
