Project Summary
Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.
Position Summary
The Grants Manager will be responsible for assisting the team in the design of grant awards to be provided to Ukrainian and/or U.S. organizations. S/he will support the team by reviewing grant applications, negotiating grant awards, and finalizing design of the grant awards.
This position will be based in Kyiv. Occasional travel in Ukraine may be required.
Position Responsibilities
- Lead the design, management, and oversight of the program's grants component, ensuring alignment with client requirements and Tetra Tech standards.
- Coordinate with the Chief of Party (COP), Deputy Chiefs of Party (DCOPs), and technical teams to design grant solicitations, review applications, select grantees, and issue awards.
- Oversee the full lifecycle of grants—including solicitation, award, implementation, monitoring, reporting, and closeout—ensuring compliance with the grants manual and client regulations.
- Ensure proper negotiation of terms for sub-grants and analyze budget estimates consistent with USAID grant/program requirements.
- Maintain regular communication with grantees to monitor progress, track milestones, resolve issues, and ensure timely and accurate submission of narrative and financial reports in conjunction with milestone deliverables.
- Support program monitoring and evaluation as it relates to grant activities and outcomes.
- Maintain the grants tracking database and prepare regular performance reports, flagging delays or compliance issues for corrective action.
- Conduct orientation sessions for grantees and promote best practices in grants management and compliance across program staff and partners.
- Serve as the primary liaison with the home office on all grant-related matters.
- Approve narrative reports and work closely with finance to ensure the compliance of narrative and financial reports in conjunction with milestone deliverables.
- Liaise closely with home office and serve as the primary focal point for the field office and home office in grant issues.
- Prepare regular reports on grantee performance and signal any significant delays or other issues that impact implementation. Notify DCOP of any grantee project not able to meet their obligations and work to remedy these situations as they arise.
- Perform additional tasks as assigned.
Required Qualifications
- Bachelor's degree in finance, accounting, business administration, or other relevant discipline
- Minimum three (3) years relevant experience working in grants
- Experience with collection and analysis of accounting data
- Excellent organizational skills to meet deadlines
- Strong communications skills – both oral and written
- Fluency in English, Ukrainian, and Russian
Preferred but Not Required Qualifications
- Master's degree in a relevant discipline
- Prior experience with U.S. government-funded projects
Line Management Responsibility: Two Grants Specialists
Physical Demands and Work Environment: This will be a hybrid position, but will require frequent, regular attendance at the office in Kyiv, and may entail occasional travel within Ukraine for interaction with local stakeholders.
