Project Summary:
The U.S. State Department-funded Monitoring, Evaluation and Audit Service for Ukraine (MEASURE) project provides support to the Office of the U.S. Assistance Coordinator for Europe, Eurasia and Central Asia (EUR/ACE) to oversee multiple areas of effort of non-humanitarian and non-military support for Ukraine and ensure the funds are directed toward the foreign policy and foreign assistance objectives for which they are intended. Monitoring data is analyzed and reported to all US Government (USG) partners involved in Ukraine assistance, Congress, and others. It will be used to make judgments as to the effectiveness of programs to meet USG foreign assistance objectives. Also, MEASURE will support US Government partners in having systems and frameworks in place to monitor the effectiveness of the assistance.

Position Summary:
The Logistician will play a crucial role in managing all logistical aspects of the project. This position will ensure the smooth operation of logistics, procurement, and travel coordination. Under the direct supervision of the Operations Manager, the Logistician will support the upcoming evaluations and field monitoring visits, ensuring that all logistical needs are met efficiently and effectively. This role will involve close collaboration with Measure's Operational and Technical staff, Security Manager, Project Management Team, international and local consultants, and other project staff. The Logistician will also oversee vendor management, maintain inventories, and ensure compliance with US government procurement regulations.
Responsibilities:
- Manage all project logistical requirements, including logistics tracking and delivery schedules.
- Support upcoming evaluations and field monitoring visits primarily.
- Ensure logistical support for field teams, including transportation, accommodation, and equipment needs.
- Maintain up-to-date inventories of all project-associated property, expendable and non-expendable, per MSI policies and US Government regulations.
- Facilitate the safe travel of project staff and consultants to/from/within Ukraine.
- Coordinate all logistics and travel activities closely with Measure Operational and Technical staff, Security Manager, Project Management Team, and MSI's Headquarters.
- Manage or support procurement processes under the supervision of the Operations Manager and with support from the Admin/Logistics Manager.
- Manage or assist in all vendor-originated purchases from purchase requests and orders to requests for quotations, bid analyses, vendor selection, vendor deliveries, and delivery/purchase receipts.
- Oversee the work of subcontracted vendors (e.g., travel agencies, transportation providers, hotels) regarding status reporting, asset serviceability, and quality of contracted services.
- Ensure timely and accurate delivery of services by vendors.
- Ensure the safety of project staff and assets during the evaluation's missions and field monitoring visits in close collaboration with the Security Manager.
- Ensure compliance with US government procurement regulations and MSI's internal policies.
- Maintain accurate and organized records of all logistical and procurement activities.
- Prepare vendors' payment packages such as payment requests, delivery notes, invoices, contracts, etc., and submit them to the Finance Officer for payment processing accurately and timely.
- Perform any other assignments as determined by the Operations Manager or Field Team Leader.
Qualifications:
- Bachelor's degree in logistics, supply chain management, business administration, or a related field is required.
- Minimum three years of experience in logistics management, procurement, or a related field is required.
- Experience with logistical planning and execution in complex environments.
- Experience working on US government-funded projects is preferred.
- Strong understanding of logistical challenges and risks in Ukraine.
- Understanding of security protocols and procedures in high-risk environments.
- Knowledge of US government procurement regulations and procedures.
- Knowledge of best practices in logistics, procurement, and supply chain management.
- Familiarity with inventory management systems and procurement software.
- Advanced proficiency in the use of Microsoft Office Suite such as Word, Excel, PowerPoint, and/or Outlook.
- Proficiency in using communications technology, including computers, software, cellular and satellite equipment, and tracking devices.
- Ability to adapt to changing project needs and environments.
- Ability to work effectively with diverse teams.
- Ability to travel within Ukraine as needed.
- Strong written and verbal communication, attention to detail, and organizational skills.
- Fluency in English and proficiency in Ukrainian is required.
