Position Summary:
MSI currently implements nearly thirty contracts providing performance monitoring, third-party monitoring, evaluation, and learning support to U.S. Department of State (DOS) and USAID bureaus, missions, and programs worldwide. We are seeking experienced monitoring and evaluation consultants to augment our in-house team across our portfolio, but particularly in the areas of research design, analysis, and reporting. This consultant bench is for potential short and medium-term consultancy assignments (up to 40 days of level of effort) across any of the areas of expertise described in the section below.
Responsibilities:
- Designing and overseeing monitoring, assessment, or evaluation research, including contributing to research designs, data collection instruments, and data collection.
- Ensuring that data is collected consistent with research design requirements and in accordance with good practice.
- Developing frameworks or approaches for analyzing quantitative and/or qualitative data (quantitative and/or qualitative) and conducting this analysis, as required.
- Supporting performance monitoring efforts, including developing performance indicators.
- Conducting data quality assessments (DQA) of USAID and implementing partner indicators using the USAID DQA Checklist (ADS Reference 201SAE) and providing debriefs of the DQA findings to relevant stakeholders.
- Drafting clear and concise analytical reports (e.g., literature reviews, assessment reports, monitoring reports and evaluations) and other technical deliverables for USG clients.
- Supporting collaborating, learning, and adapting efforts by compiling evidence into user-friendly briefs, facilitating pause and reflect sessions and supporting adaptive management.
- Supporting USAID missions to develop Country Development Cooperation Strategies, including by facilitating planning sessions or preparing background literature reviews or assessments.
- Designing and overseeing training on key monitoring and evaluation topics, such as performance management, program evaluation, data collection, and research practice.
Qualifications:
- Bachelor's degree in relevant field of study (Public Policy/Administration, Social Sciences, Economics, Monitoring and Evaluation, etc.).
- Minimum seven years of previous experience in similar role, or combination of prior training development and implementation experience and M&E work.
- Demonstrated knowledge of, and ability to effectively communicate key principles, concepts, terms related to M&E.
- Demonstrated interpersonal skills and cultural awareness and sensitivity required to interact with a broad range of stakeholders.
- Demonstrated ability to work both independently and within a team-oriented environment.
- Ability to manage multiple deadlines and prioritize deliverables in a timely manner to meet quick turn-around.
- Experience working with the USAID or State Department preferred.
- Fluent in written and spoken English.
