The Program

Australia Awards PNG (AAPNG) supports Papua New Guinea to achieve its development goals through education, knowledge transfer, and institutional capacity building, through enduring relationships with Australia. This is achieved through institution-to-institution partnerships and inclusive collaborations that produces high quality education and strengthens accredited training institutions in PNG. AAPNG offers the next generation of leaders in Papua New Guinea opportunities to acquire professional and technical knowledge and skills relevant to the priorities of the Government of PNG. The program ensures opportunities are provided for women, people with disabilities and people from rural and remote locations.


The role

This short-term advisory position, based in Port Moresby, leads the end-to-end development of a Partner Tertiary Institution (PTI) Assessment Tool. The role encompasses designing, piloting and refining the tool with two PTIs, training AAPNG staff in assessment methodologies, authoring a comprehensive user manual, and evaluating 10 institutions. Synthesizing insights into clear, actionable recommendations, this role directly contributes to strengthening accredited training institutions, enhancing higher-education quality and advancing Australia-PNG partnerships through capacity building and rigorous compliance assurance.


Key responsibilities

  • Lead the design and final submission of an innovative PTI Assessment Tool merging AAPNG standards with higher-ed best practices
  • Pilot, evaluate and refine the tool with two PTIs and key stakeholders for optimal impact
  • Train and mentor AAPNG staff in hands-on assessment methodologies and best practices
  • Develop a comprehensive user manual—complete with templates, step-by-step guides and practical tips
  • Assess 10 PTIs, synthesize insights and deliver clear, actionable recommendations to leadership


Selection criteria

  • Qualification in public admin, M&E, international development or business administration
  • Proven track record designing and implementing robust assessment tools and documentation
  • Expertise in capacity building and professional development of staff
  • Strong understanding of compliance, risk management and quality assurance standards in tertiary education
  • Cross-cultural experience in PNG and demonstrated innovation, adaptability, flexibility and resilience in complex environments
