The Opportunity:
Tetra Tech is seeking Project Controls Engineers to provide leadership in scheduling, cost management, and reporting for overseas construction projects. 


Project Summary:  
Tetra Tech supports the U.S. Department of State's Bureau of Overseas Buildings Operations (OBO) in delivering secure, resilient, and sustainable diplomatic facilities worldwide. Our projects include the construction of New Embassy Compounds (NECs), Consulate renovations, and utility optimization projects in diverse environments. These large-scale, technically complex facilities often encompass:
•    New Embassy Compounds (NECs): multi-building campuses with New Office Buildings (NOBs), Marine Security Guard Residences (MSGR), Support Annexes (SPX), Utility Buildings (UTL), and Compound Access Control (CAC) facilities.
•    Selective Renovations: modernization of building systems in fully occupied historic facilities, requiring phased construction and sensitive protection of finishes.
•    Utility Optimization Projects: integration of solar energy and battery storage, HVAC upgrades, water/sewage treatment, and energy efficiency retrofits 
Assignments typically range from 12–48 months and require working in challenging overseas environments, including occupied facilities, tropical climates, and high-security compounds.


Position Summary:
The Project Controls Engineer will manage the full suite of project controls to ensure compliance with contract terms and timely project delivery.

 

Responsibilities:
•    Develop and maintain project schedules (Primavera).
•    Review contractor invoices, pay requests, and change orders.
•    Perform cost analysis and forecasting; support IGEs.
•    Maintain project logs for RFIs, submittals, and QA/QC inspections.
•    Prepare monthly progress and variance reports.
 

Qualifications
•    Bachelor's degree in Engineering or Construction Management from a U.S.-accredited institution (Accreditation Board for Engineering and Technology (ABET) or equivalent), required.
•    Minimum of seven (7) years of vertical construction site experience (e.g., embassies, consulates, multi-story office buildings, residential or mixed-use complexes, government or institutional buildings, secure facilities, data centers, hospitals, command centers, or similar vertical structures), required.
•    Active U.S. Secret Level Security Clearance, required. Must be active for this position.
•    Primavera 6 experience. 
•    Excellent verbal and written communication skills.
•    Strong Microsoft Office skills.
•    Overseas construction experience preferred. 
•    Professional Engineering License (PE) preferred.
•    Familiarity with international codes and cross-functional engineering coordination.
