Position Summary
Tetra Tech is seeking a Project Operations Senior Manager to support Tetra Tech's implementation of two large and complex USAID energy projects in Africa, the USAID Empower West Africa and USAID Empower Nigeria projects. This role will provide strategic operational support during project start-up and closeout, backstop the assigned home office project managers on budgeting, forecasting, and financial reporting, as well as client and company senior management requests. Successful candidates must be willing to travel to Nigeria, Ghana, and other West African countries, as required.
Position Responsibilities
- Oversees project operations staff supporting Chiefs of Party, Project Directors, Senior Technical Advisors, and global field offices on operational, administrative and financial items on USAID and other multi-lateral donor projects.
- Evaluate project implementation needs, bottlenecks, and risks, develop and execute solutions, and elevate issues to executive management when needed.
- Lead and contribute to the development of standardized processes, policies, procedures, and trainings to ensure efficiency and consistency across all projects and develop/update relevant guidance.
- Represent Tetra Tech in client meetings to determine needs and resolve concerns.
- Oversee the start-up and close-out of global projects, including the mobilization and demobilization of project expatriate staff.
- Supervise and train multiple project operations staff and oversee the recruitment, and onboarding of project employees and short-term consultants.
- Collaborate with the technical teams to meet client requirements for progress reports, contractual deliverables, and work products.
- Serve as Home Office Project Manager on large and complex projects and travel to the field to provide short-term operational support as needed.
- Support procurement of goods and services by reviewing solicitation documents, evaluation memos, contract requisition forms, and consent to subcontract requests.
- Review and finalize client concurrences, approvals, and waivers.
- Review project budgets, financial trackers, financial reports, accounts payable vouchers, subcontractor, consultant, and client invoices, and monitor invoices/budgets against contracts/subcontracts to mitigate cost overruns.
- Supervise Project Operations Managers and other junior to mid-level team members.
- Perform other related duties as assigned.
Required Qualifications
- Bachelor's degree in international development/studies, business administration, or related field.
- Eight years of relevant progressive project management and/or operations experience on USAID, MCC, and/or other multi-lateral donor projects.
- Knowledge of USAID rules and regulations for travel, allowances, and procurement.
- Excellent budgeting skills and experience with USAID cost plus fixed fee budgets.
- Experience supervising staff and mentoring junior associates.
- Able to communicate complex information and deliver verbal and written messages effectively.
- Strong organizational, analytical, and problem-solving skills.
- Ability to independently and as a team member manage several tasks simultaneously in a fast-paced, deadline-oriented environment and re-prioritize as necessary.
- Advanced Microsoft Excel, Microsoft Word, and Microsoft PowerPoint skills.
Preferred but Not Required Qualifications
- Master's degree in relevant field of study.
- Previous relevant field operations experience working in-country.
- Experience managing complex USAID contracts over $100 million and with 100 or more full-time staff.
