Proposal Summary:

The Housing Repair for People's Empowerment (HOPE) Project in Ukraine is an initiative aimed at addressing the housing needs of communities affected by conflict or disaster. The third-party monitoring (TPM) program will monitor the reconstruction of housing units, ensuring that the efforts meet construction standards, adhere to World Bank social and environmental guidelines, as well as monitoring the financial management of the reconstruction funds.

 

Please note: Ukrainian citizens are highly encouraged to apply. Candidates must be willing to relocate to Kyiv.

 

Position Summary:

The Senior Engineer will be a vital contributor to the project focused on monitoring and supervision functions for reconstruction projects related to multi-family residences. With experience in structural design and construction, the Engineer will conduct site visits to assess compliance with requirements and provide recommendations to address any identified issues. This is a full-time role based in Kyiv, Ukraine, for a one-year term (extension is likely), contingent upon funding.

 

Responsibilities:

  • Undertake announced and unannounced site visits to residential sites (subject to safety/security risks) to validate reporting from implementers and assess the quality of reconstruction efforts.
  • Assess the implementers' environmental protection and employment policies for compliance with the purchasing contract.
  • Undertake spot checks of supply storage locations to validate reports regarding delivery and inventory held in stock.
  • Undertake spot checks of Field Service Representative training activities to assess compliance with contract terms.
  • Where requested, undertake data gathering or spot checks on any aspect of the project where additional information may be needed to support supervision requirements.
  • Prepare reports of site visit findings.

 

Qualifications:

  • Bachelor's degree or equivalent in civil engineering, architectural engineering, urban planning or development, or another relevant field.
  • Minimum of five years (10 years preferred) of practical experience in construction supervision for residential construction.
  • Experience in at least 2 substantially completed similar contracts/assignments as Engineer within the period from 2017 to 2023 inclusive.
  • Familiarity with local building codes and standards.
  • Good understanding of principles of structural engineering and building systems (HVAC, plumbing, electrical, and energy efficiency).
  • Good understanding of procurement guidelines, contract management and technical specifications in the residential sector.
  • Prior work experience in the Region/Ukraine.
  • Must be willing to be based in Ukraine.
  • Demonstrated ability to work in and travel to targeted areas.
  • Excellent command of the English Language (reading, writing and speaking). Proficiency in Ukrainian is highly preferred.
