The Programme
FCDO's OPTIMEL project aims to provide a wide range of monitoring, research, and analysis services to support the delivery of the whole of FCDO's development and diplomatic portfolio in the Occupied Palestinian Territories. This will cover the humanitarian response to Gaza, support to UNWRA, recovery and reconstruction, improved governance and reform and protection of rights. Independent Monitoring will verify results and projects delivered by FCDO's implementing partners, collect beneficiary feedback data and monitor compliance with FCDO's agreements and expectations. OPTIMEL will also provide ad hoc research and rapid assessments, assess whether FCDO is delivering impact, embed learning across the consulate and share with it with partners, and ensure FCDO's portfolio is coherent and optimised to deliver the country plan.
The Role
The Team Leader will oversee the overall management and strategic direction of the TPM programme, ensuring that all activities are aligned with FCDO objectives. They will provide leadership in managing technical, financial, and administrative aspects of the programme, and adapt the programme's strategies in response to changing circumstances in the political and security context.
Key Responsibilities:
- Lead the implementation of the TPM programme, managing team performance and ensuring alignment with the overall objectives.
- Foster collaboration between programme teams and external partners to ensure coordinated delivery of all activities.
- Ensure the integration of monitoring, research, and risk management activities, driving evidence-based decision-making.
- Manage programme risks and apply adaptive management to respond to political and security developments.
- Serve as the main point of contact for FCDO and key stakeholders, influencing programme direction to optimize impact.
- Oversee all technical, financial, and administrative aspects of the programme, ensuring quality and accountability.
The Person
- Proven experience leading large-scale, multi-disciplinary monitoring and evaluation programmes in fragile or conflict-affected settings.
- Expertise in humanitarian, governance, or development programmes, particularly in sectors such as health and livelihoods.
- Strong leadership skills with the ability to manage complex programmes and diverse teams.
- Experience working with public international organizations such as the World Food Programme, UNICEF, and the International Organization for Migration.
- Proven ability to manage adaptive strategies in response to political and security contexts.
- Fluent in English; Arabic proficiency is preferred.
